Title: COVID-19 Recovery Survey Results - Hetherington

Request for Decision Summary
As part of the Recovery Framework, the City of Spruce Grove conducted a COVID-19 Recovery Survey from August 19 to September 5, 2020 with the citizens of Spruce Grove.

Proposed Motion
That Council receive the City of Spruce Grove Recovery Survey results as information.
The unprecedented arrival of the COVID-19 pandemic led the City to activate its Municipal Emergency Management Plan and the City’s Emergency Management Agency. The Emergency Management Plan and Agency have been in operation now since early March.  On May 19, the Draft Recovery Framework was presented for Council’s feedback. On September 28, Council received an update on the work underway in the Recovery Framework and an overview of a suite of municipal “health” indicators across the economic, social and governance themes.  
As engagement is a pivotal aspect of the City of Spruce Grove's Recovery Framework, the City has used a variety of tools to gather information on the perspectives of the community and resident groups. The City launched a public engagement survey from August 19 to September 5 to gather the perspective of City residents.  Using both a statistically valid methodology (General Population Survey) as well as open public online survey methodology, the City, through its vendor YStation, was able to garner feedback from 400 residents across a spectrum of demographics to ensure that the responses were reflective of the community with a 95% confidence level.  The general web-based survey garnered 428 responses, but does not allow for the same degree of demographic representation confidence, however is still a substantive indicator of community perspective.
Further insight to the survey findings will be provided during the meeting presentation.
The presentation provided to Council is a summary of the information received through the general population survey. The full reports for the general population survey and the open public online survey are attached. 
Administration will use the learnings from the COVID-19 Recovery Surveys to inform policy on future and ongoing program considerations over the coming months as the pandemic continues to affect the community and the economy.
Some of the insights surfaced from the survey will be analyzed in conjunction with other macro indicators at the regional and provincial levels to garner a clearer understanding of the implications of the pandemic and its ensuing effects on the municipality.

Fiscal Impact
Financial Implications:
While the cost of the survey itself was part of the ongoing operational budget of the City, the financial implications that tie to the results of the survey are still being assessed.  Understanding the economic conditions facing the residents of the City that are reported in the survey along with other macro indicators that are incorporated into the Recovery Framework will inform policy deliberations with respect to fiscal decisions.
