Title: Investing in Canada Infrastructure Program (ICIP) - Levasseur

Request for Decision Summary
The Government of Canada recently announced the COVID-19 Resilience Stream under the Investing in Canada Infrastructure Program (ICIP). Alberta Transportation, which administers the ICIP, has given municipalities the option of using our ICIP allocation of $850,832.90 for projects under the Public Transit Stream or under the new COVID-19 Resilience Stream or a combination of both streams.  A formalized motion is required following discussions that took place during the September 28, 2020 Regular Council Meeting. 

Proposed Motion
That $416,000 of the $850,832.90 in ICIP funding be moved to the new COVID-19 Resilience Stream with the remaining amount of $434,832.90 be kept in the Public Transit Stream.
Background/Analysis
The federal Investing in Canada Infrastructure Program (ICIP) Public Transit Stream was announced in 2018 with an allocation of up to $850,832.90 in federal funding for the City of Spruce Grove. The City applied for three public transit infrastructure projects through this program but the application has not yet been forwarded to the Government of Canada by the Government of Alberta. Under this stream, the federal government will fund 40% of eligible project costs. Alberta Transportation, which administers the ICIP, has given municipalities the option of using our ICIP allocation of $850,832.90 for projects under the Public Transit Stream or under the new COVID-19 Resilience Stream or a combination of both streams. 
 
Since the September 28, 2020 Council Meeting, Alberta Transportation has been notified of the City's intent to move $416,000 of the $850,832.90 in ICIP funding to the COVID-19 Resilience Stream. The remaining amount of $434,832.90 will be kept in the Public Transit Stream. 

A formal motion is required for audit confirmation.
