Title: Interim City Manager Appointment - Farbrother

Request for Decision Summary
Section 205(2) of the Municipal Government Act requires Council to appoint an individual to carry out the powers, duties and functions of the position of Chief Administrative Officer (City Manager). An appointment of an Interim City Manager is necessary to ensure an individual is appointed while the search for a new City Manager takes place.

Proposed Motion
That Mr. David Wolanski be appointed as the Interim City Manager effective September 25, 2020 until such time as a new City Manager is appointed.
The current City Manager, Mr. Simon Farbrother,  will be leaving his position effective September 24, 2020. Mr. Farbrother will be assuming the role of Director of City Management in AlUla, Saudi Arabia.

Section 205(2) of the Municipal Government Act (MGA) stipulates that a council must appoint a person to carry out the duties of a Chief Administrative Officer (City Manager). It is Council's desire to appoint Mr. David Wolanski as Interim City Manager to meet the requirement of the MGA and allow the operations of the municipality to continue in accordance with the MGA.

Currently Mr. Wolanski is the General  Manager of Community and Protective Services, joining the City in this position in 2013.  

A resolution is required for the appointment as the MGA also stipulates that a council may only act by resolution or bylaw.
