Request for Decision Summary
The Government of Canada recently announced the COVID-19 Resilience Stream under the Investing in Canada Infrastructure Program (ICIP). Alberta Transportation, which administers the ICIP, has given municipalities the option of using our ICIP allocation of $850,832.90 for projects under the Public Transit Stream or under the new COVID-19 Resilience Stream or a combination of both streams. They have asked for a decision by September 30, 2020. 

Proposed Motion
That $416,000 of the $850,832.90 in ICIP funding be moved to the new COVID-19 Resilience Stream with the remaining amount of $434,832.90 be kept in the Public Transit Stream.
 
Background/Analysis
The federal Investing in Canada Infrastructure Program (ICIP) Public Transit Stream was announced in 2018 with an allocation of up to $850,832.90 in federal funding for the City of Spruce Grove. The City applied for three public transit infrastructure projects through this program but the application has not yet been forwarded to the Government of Canada by the Government of Alberta. Under this stream, the federal government will fund 40% of eligible project costs.
 
The Government of Canada recently announced the COVID-19 Resilience Stream under the ICIP. Under this new stream, the federal government will fund up to 80% of eligible costs.
 
The three projects originally applied for under the Public Transit Stream are:
 
#1 Transit – Local Service Install Bus Stops
ICIP Funding: $243,714
Install bus stops and 5 new bus shelters
 
#2 Transit SmartFare
ICIP Funding: $75,100
Install card readers on all transit buses (12) and 3 Point of Sale stations
 
#3 Transit Bus Purchase
ICIP Funding: $416,000
Purchase one commuter bus and one electric local bus.
Options/Alternatives
Alberta Transportation, which administers the ICIP, has given municipalities the option of using our ICIP allocation of $850,832.90 for projects under the Public Transit Stream or under the new COVID-19 Resilience Stream or a combination of both streams. They have asked for a decision by September 30, 2020.

Eligible projects for the COVID-19 Resilience Stream include:
  • Retrofits, repairs and upgrades for municipal buildings;
  • COVID-19 response infrastructure, including parks, trails, foot bridges, bike lanes, and multi-use paths; and
  • Disaster mitigation, adaptation, and remediation projects, including natural infrastructure, flood and fire mitigation, tree planting and related infrastructure, and remediation of contaminated sites and lands.
None of the three projects previously applied for through the Public Transit Stream would be eligible for the COVID-19 Resilience Stream. Two of the projects (Install Bus Stops and Transit SmartFare) continue to be high priority projects and should therefore continue to be funded through ICIP. However, due to the loss of ridership experienced during the pandemic, the third project – transit bus purchase – is less urgent. Therefore the funds that were allocated to this project could be reallocated to the COVID-19 Resilience Stream to take advantage of the different eligibility criteria and the 80% cost sharing.

Fiscal Impact
Financial Implications:
The City will avoid the expense of paying the 60% municipal share for the purchase of two transit buses. The City will determine which other capital project priorities would fit the eligibility requirement for the new COVID-19 Stream and will be able to take advantage of the 80% funding by Government of Canada.
