Title:    Dissolution of Former Economic Development Advisory Committee - Walker

Request for Decision Summary
City Council approved the establishment of a new Economic Development Committee through bylaw on August 17, 2020.  This means that the former Committee established by Council resolution in 2010 needs to be dissolved.

Proposed Motion
That the former Economic Development Advisory Committee established by Council resolution in 2010 be dissolved and that the members who served on that Committee through the years be thanked for their service to the community.  
Background/Analysis
The Economic Development Advisory Committee (EDAC) was established through resolution by City Council as a Council committee in 2010.  Operating under a terms of reference approved by Council, EDAC provided recommendations and advice to Council and Administration on the development and implementation of the City’s economic development strategy. 
 
After recent review of the statutory requirements of a Council committee, Administration identified inconsistencies in the establishment and operation of EDAC whereby it did not meet all the requirements under the Municipal Government Act (MGA).  The issue was discussed at the Committee of the Whole meeting on May 19, 2020.  This discussion indicated support for retaining EDAC as a Council committee subject to making the changes necessary to bring it into conformity with the MGA. 
 
A bylaw was subsequently developed to make these changes and it received first and second Reading at the Council meeting on July 20, 2020.  Feedback was provided by Council during the meeting and several amendments to the bylaw were requested for third Reading.  These proposed amendments were incorporated into the Bylaw which received third reading on August 17, 2020.  With the establishment of the new Committee, the former Committee established by Council resolution in 2010 needs to be dissolved.
Options/Alternatives
Council choose not to dissolve the old Committee, however since the old Committee would no longer be functioning, this could result in confusion. 
Consultation/Engagement
The establishment of the new Economic Development Advisory Committee resulted from a review by Administration of the statutory requirements of a Council committee.  This resulted in a number of changes that were approved by bylaw on August 17, 2020 to bring the Committee into conformity with the Municipal Government Act.    
Implementation/Communication
With the establishment of the new Committee, the process has started for the recruitment of Committee members.  Members who served on the former Committee at dissolution are being asked if they would like to remain on the Committee for a two-year term to ensure continuity.  Once the recommended membership slate has been prepared, it will be brought forward to Council for  review and appointment of Council approved Committee members. 
Impacts
The role of EDAC will continue in terms of providing recommendations and advice to Council on economic and business development issues affecting the community.  What has changed is that the Committee will report directly to Council rather than through Administration and meetings will be open to the public.  These along with other changes are being made to ensure the Committee meets the requirements of the Municipal Government Act.
