Request for Decision Summary
Second and third readings of Bylaw C-1125-20, a redistricting amendment to the Land Use Bylaw, are being brought forward for Council's consideration. This Bylaw proposes to redistrict land within the Pioneer Lands Area Structure Plan (ASP) from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District. This amendment supports land use districting that would allow for the subdivision of single and/or semi-detached residential lots.
Administration supports this bylaw.
That second reading be given to Bylaw C-1125-20 - Land Use Bylaw Amendment - Redistricting – Prescott Stage 6.
That third reading be given to Bylaw C-1125-20 - Land Use Bylaw Amendment - Redistricting – Prescott Stage 6.
IBI Group, on behalf of the landowner, has made a Land Use Bylaw Amendment application in the Pioneer Lands ASP area. The application, referenced as Prescott Stage 6, proposes amending 1.96 ha of part of the Southwest Quarter of Section 12, Township 53, Range 27, West of the 4
th Meridian from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District.
Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory land use planning document, and in its Figure 8 - Future Land Use map the subject lands are indicated for Residential land use. This proposed Bylaw amendment is consistent with the MDP’s land use intent.
Pioneer Lands Area Structure Plan
The Pioneer Lands ASP Bylaw C-477-03 adopted in May 2003, as amended, defines on its Development Concept that the subject lands be Low to Medium Density Residential land use. This Bylaw proposes Land Use Districting of R1 District which is consistent with the ASP's Low to Medium Density Residential designation.
Land Use Bylaw
All subject lands are districted UR – Urban Reserve in Land Use Bylaw (C-824-12), and a reclassification to an appropriate land use district(s) is normally required prior to subdivision and development. Prescott Stage 6 area proposes R1 – Mixed Low to Medium Density Residential District that can accommodate a range of low to medium density residential dwelling types that includes Semi-Detached and Single Detached Dwellings as permitted uses.
A signed development agreement is a requirement of third reading, and it is anticipated to be submitted to the City prior to the August 17, 2020 Council meeting.
This bylaw is being brought forward for consideration of second reading and then third reading where a signed development agreement has been received by the City. Discussion and consideration of changes to the Bylaw may be made by Council prior to voting. Council may vote against the motion at second reading or third reading to defeat this bylaw.
In the event a signed development agreement is not submitted to the City prior to August 17, 2020, Council should postpone third reading to this bylaw to a later date.
A statutory public hearing will be held prior to consideration of second reading. Advertising of the public hearing was placed in the July 31 and August 7 editions of the Spruce Grove Examiner. Individual notices were mailed to properties within 30 m of the redistricting area.
If approved, the Land Use Bylaw map will be updated and posted on the City's website.
Approval of this bylaw will enable the development of the sixth stage in the Prescott Neighbourhood.
