Request for Decision Summary
A public hearing is required by the Municipal Government Act prior to second reading of a bylaw that proposes to amend a land use bylaw, and this request provides information in support of holding a public hearing for Bylaw  C-1125-20.

Bylaw C-1125-20 is a Land Use Bylaw amendment application proposing to redistrict land within the Pioneer Lands Area Structure Plan (ASP) from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District, is being brought forward for Council's consideration. This amendment supports land use districting that would allow for the subdivision of single and/or semi-detached residential lots.

Administration supports this bylaw.

Background/Analysis
A Land Use Bylaw Amendment application has been received for a portion of SW 12-53-27-W4 in the Pioneer Lands ASP area.  The application, referenced as Prescott Stage 6, proposes amending 1.96 ha from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District.

Options/Alternatives
Bylaw C-1125-20 is being presented for Council's consideration of second reading later on this same Council agenda. Should Council feel they need further information to make a decision they may choose to adjourn the public hearing for continuance at a later date. If Council chooses this option, second reading of this bylaw will be re-scheduled to a later date.
Consultation/Engagement
This public hearing was advertised in the July 31, 2020, and the August 7, 2020 editions of the Spruce Grove Examiner in accordance with the requirements of the Municipal Government Act. Individual notification was mailed to properties within 30 m of the subject lands.

The proposed bylaw amendment was circulated to other city departments, including Engineering and Public Works, and has received support for the amendment.
Implementation/Communication
If approved, the Land Use Bylaw map on the City website will be updated to reflect the proposed redistricting.
Impacts
Approval of this bylaw will enable the commencement of development in Prescott Stage 6.
