IBI Group, on behalf of the landowner, has made a Land Use Bylaw Amendment application in the Pioneer Lands ASP area. The application, referenced as Greenbury Stage 10, proposes amending 2.30 ha of Plan 132-4055, Block A, Lot 2, from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District and P1 - Parks and Recreation District (See Attachment B).
The landowner plans approximately 41 parcels for single detached residential dwellings, a park/walkway connection to the area stormwater management facility, and a natural area 'buffer' on the north side of Jubilee Park.
Municipal Development Plan (MDP) - Your Bright Future MDP 2010 – 2020 is the City’s primary statutory land use planning document. MDP Figure 8 - Future Land Use map defines the subject lands for Residential land use, and its Figure 6 - Parks and Open Space map identifies that this redistricting area abuts Natural Area J located within Jubilee Park. We note that MDP Policy 188.8.131.52 requires an assessment to understand how this proposal may adversely affect an environmentally significant area. In consideration of the report's recommendations, and administration's review of the area, a 5.0 metre open space 'buffer' was required on the land's interface with Natural Area J. This proposed Bylaw amendment is consistent with the MDP's policy and intended land use.
Area Structure Plan (ASP) - The Pioneer Lands ASP, Bylaw C-686-08, as amended, defines intended land uses for the subject lands on Exhibit 3 – Development Concept, and Exhibit 5 - Transportation and Open Space Plan describes the area's pedestrian linkages and parks. This Bylaw amendment proposes Land Use Districting consistent with the ASP's Mixed Low to Medium Density Residential and Park/Open Space designations.
Land Use Bylaw - All subject lands are districted UR – Urban Reserve in Land Use Bylaw (C-824-12), and a reclassification to appropriate land use districts is normally required prior to subdivision and development. Greenbury Stage 10 area proposes R1 – Mixed Low to Medium Density Residential District that can accommodate a range of low to medium density residential dwelling types, that includes Semi-Detached and Single Detached Dwellings as permitted uses. Additionally it identifies under the P1 - Parks and Recreation District a small park/pedestrian linkage and an open space 'buffer' along the north side of Jubilee Park protecting Natural Area J.
