2014 Municipal Census - Preliminary Results - Goodwin

That the administrative update on the 2014 municipal census be accepted as information. 
To provide Council with the preliminary results of the 2014 municipal census. A full demographic report will be created by Planning & Development and presented to Council within the next few months. 
Policy 6,029CM stipulates that the city conduct a census every two and four years following a federal census. The most recent federal census was held in 2011, and the City conducted a census in 2013 as per policy. An additional census was scheduled for 2014 after it was determined that the city experienced an undercount during the 2013 census. 

Census Timeline
Census day was established as April 1, 2014 and this year's census was conducted between April 1 and May 22, 2014. As in 2013, Administration provided for an online campaign that allowed residents to complete their census online before door-to-door enumeration.

April 25 - May 15 Enumeration Campaign
May 22 Census Complete

Census Questions
The City of Spruce Grove asked four basic questions that took residents minutes to complete. They were as follows:

1. What is the usual number of residents in this dwelling?
2. Please provide the age of this resident. 
3. Please provide the gender of this resident. 
4. Please indicate the type of dwelling you reside in. 

Basic Census Results

  • 29,526
  • 14,142 Female
  • 14,125 Male

  • 11,206 inhabited dwellings
  • 429 vacant properties
  • 621 under construction
  • 723 undeveloped addresses
  • 41 zero no count (dwelling vacant on April 1, but residents are now living in dwelling)
Online Response Rate
  • 2014 online response 39.8%
  • 2013 online response 34.7%

Population data was collected from 99.8% of the dwellings within Spruce Grove. After numerous visits, enumerators were unable to collect information from a total of 25 dwellings. 

Data Verification
Municipal Affairs now requires that either 1,000 or 10 percent of dwellings must be verified by a reverse record check. Based on Administration's data verification, an error rate of less than 2% was recorded and our census is verified as accurate. 

Conducting a municipal census helps to support all three strategic visions in the 2015-2035 Strategic Plan. Administration will refer to this data when planning for future developments and services within the City of Spruce Grove. This data will also be utilized by third party organizations and businesses such as recreation groups, developers, and businesses. 
The City Clerk's Office will report the 2014 population figure to Municipal Affairs. Planning and Infrastructure will analyze the raw data and create a comprehensive demographic report to Council within the next few months. 

Fiscal Impact
Financial Considerations:
It is estimated that the City of Spruce Grove is able to capture an additional $278,919 of per capita based funding in 2014. This roughly equates to $168 per person.
