Request for Decision Summary
Second and Third reading of Bylaw C-1147-21, a redistricting to the Land Use Bylaw changing approximately 0.2 ha of land from GPL - Greenbury Planned Lot  to R1 - Mixed Low to Medium Density Residential, are being brought forward for Council's consideration. The proposed redistricting is consistent with the Pioneer Lands Area Structure Plan.  

Administration supports proposed Bylaw C-1147-21.

Proposed Motion
That second reading be given to Bylaw C-1147-21 - Land Use Bylaw Amendment - Redistricting - Greenbury Stage 11A.
 
That third reading be given to Bylaw C-1147-21 - Land Use Bylaw Amendment - Redistricting - Greenbury Stage 11A.
Background/Analysis
This proposed bylaw is to redistrict approximately 0.2 ha of Lot 2, Block A, Plan 132 4055. This area is currently districted GPL - Greenbury Planned Lot District and is proposed to be redistricted as R1 - Mixed Low to Medium Density Residential District. This redesignation of the land is being requested to provide greater flexibility of building design within the associated future residential lots.

Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP) is the City's primary statutory plan. The proposed residential redistricting is consistent with the policy of the MDP and with Figure 8 Future Land Use.


Pioneer Lands Area Structure Plan
The Pioneer Lands Area Structure Plan (Bylaw C-686-08) was most recently amended with Bylaw C-1062-18 in April 2019. The proposed redistricting is consistent with the area structure plan policy and Land Use Concept that identifies the subject lands for Low to Medium Density Residential; both the GPL and R1 districts are compatible.

Land Use Bylaw
The subject land is currently districted GPL - Greenbury Planned Lot District. The proposed R1 district accommodates a range of low to medium density dwelling types, providing flexibility in the design and development of neighbourhood.  

Development Agreement
The development agreement signed for Greenbury Stage 11 (C-1068-19) will remain in effect and valid for the subject lands.
Options/Alternatives
This bylaw is being brought forward for consideration of second and third reading. Based on information provided at the Public Hearing, discussion and consideration of changes to the bylaw may be made. Alternatively, Council may defeat the motion for second or third reading and choose to defeat this bylaw.
Consultation/Engagement
This application was circulated to relevant City departments for their comment. A statutory public hearing was held prior to consideration of second reading. Notification of the public hearing was advertised in the April 9 and 16 editions of the Examiner in satisfaction of the requirements of the Municipal Government Act. Additionally, notice was mailed directly to landowners within 30m of the subject lands.
Implementation/Communication
If approved, the Land Use Bylaw map will be updated and be published on the City's website.
Impacts
The amendment will provide for greater flexibility in the design of homes and garages on the associated future residential lots.
