Request for Decision Summary
Second and third readings of Bylaw C-1151-21, a redistricting to the Land Use Bylaw changing approximately 2.0 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential and P1 - Parks and Recreation District, is being brought forward for Council's consideration. The proposed redistricting is generally consistent with the Heritage Estates Area Structure Plan and will enable development to continue northeastward within the McLaughlin neighbourhood. 

Administration supports this bylaw.

Proposed Motion
That second reading be given to Bylaw C-1151-21 - Land Use Bylaw Amendment - Redistricting - McLaughlin Stage 6, as amended.
 
That third reading be given to Bylaw C-1151-21 - Land Use Bylaw Amendment - Redistricting - McLaughlin Stage 6.
Background/Analysis
The proposed bylaw has been amended since first reading. The area being redistricted R1 has been reduced by 0.1 ha to accommodate a transitional buffer to be districted P1 between the proposed residential development and the existing natural area to the east.

This proposed bylaw, as amended, is to redistrict approximately 2.0 ha (including anticipated roadways) within the NW 4-53-27-W4. This area is currently districted UR - Urban Reserve District and 1.9 ha is proposed to be redistricted as R1 - Mixed Low to Medium Density Residential District and 0.1 ha redistricted as P1 - Parks and Recreation District.


Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP) is the City's primary statutory plan. The proposed residential redistricting is consistent with the policy of the MDP and with Figure 8 Future Land Use.

Hertage Estates Area Structure Plan
The Heritage Estates Area Structure Plan (Bylaw C-812-12) was most recently amended with Bylaw C-1012-17 in December 2017. The proposed redistricting is generally consistent with the area structure plan policy and Development Concept that identifies the subject lands for Low / Medium Density Residential.

Land Use Bylaw
The subject land is currently districted UR - Urban Reserve. The redesignation of the land is required to permit subdivision and development to occur. The proposed R1 district accommodates a range of low to medium density dwelling types, providing flexibility in the design and development of neighbourhoods, and the proposed P1 area will provide for a transitional buffer between the residential development and the existing natural area to the east.

Development Agreement
As per Corporate Policy 7,005, a completed and signed development agreement is required prior to consideration of third reading.
Options/Alternatives
This bylaw is brought forward for consideration of second reading. Third reading may be held when a development agreement has been received per Corporate Policy 7,005.  Based on information provided at the public hearing, discussion and consideration of changes to the bylaw may be made. Alternatively, Council may defeat the motion second or third reading and choose to defeat this bylaw.
Consultation/Engagement
This application was circulated to relevant City departments for their comment.  A statutory public hearing, advertised per the requirements of the Municipal Government Act, was held prior to consideration of second reading. Notification of the public hearing was also mailed directly to all landowners within 30m of the redistricting area.
Implementation/Communication
If approved, the Land Use Bylaw map will be updated per Bylaw C-1151-21 and be published on the City's website.
Impacts
Approval of this bylaw will enable the development of Stage 6 in the McLaughlin Neighbourhood.
