Request for Decision Summary
First reading of Bylaw C-1150-21, a redistricting to the Land Use Bylaw changing approximately 2.82 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential and P1 - Parks and Recreation District, is being brought forward for Council's consideration. The proposed redistricting is consistent with the West Area Structure Plan and will enable development to continue in the southwest area within the Harvest Ridge neighbourhood. 

Administration supports approval of Bylaw C-1150-21.

Proposed Motion
That first reading be given to Bylaw C-1150-21 - Land Use Bylaw Amendment - Harvest Ridge Stage 19.
Background/Analysis
This Bylaw proposes to redistrict approximately 2.82 ha of S.W.1/4 SEC 8 TWP 53 RGE 27 W4M from the existing UR - Urban Reserve District.  A total of 2.74 ha is proposed to be redistricted to R1 - Mixed Low to Medium Density Residential and 0.08 ha is proposed as P1 - Parks and Recreation District. The proposed R1 area is intended for single detached housing, and the P1 area is identified for a public utility lot and non-credit municipal reserve.

Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP) is the City's primary statutory plan. The proposed residential redistricting is consistent with the policy of the MDP and with Figure 8 Future Land Use.

West Area Structure Plan
The West Area Structure Plan (Bylaw C-818-12) was most recently amended with Bylaw C-797-16 in November 2016. The proposed redistricting is in general compliance with the area structure plan policy and Land Use Concept that identifies the subject lands for Mixed Low to Medium Density Residential and Park/Open Space.

Land Use Bylaw
The subject land is currently districted UR - Urban Reserve. The redesignation of the land is required to permit subdivision and development to occur. The proposed R1 district accommodates a range of low to medium density dwelling types, providing flexibility in the design and development of neighbourhoods; the proposed P1 district accommodates the non-credit municipal reserve and the public utility lot. 

Site Contamination
Review of this application identified some debris and hydro-vac slurry dumping on this site as being reported in May 2018 that has raised some concerns pertaining to possible on-site contaminants. The Applicant will be conducting a Phase 2 Environmental Site Assessment to address this concern prior to third reading of this Bylaw.
Options/Alternatives
This bylaw is being brought forward for consideration of first reading. Discussion and consideration of changes to the bylaw may be made at future readings. Alternatively, Council may defeat the motion for first reading and choose to defeat this bylaw.
Consultation/Engagement
This application was circulated to relevant City departments for their comments.  A statutory public hearing, advertised per the requirements of the Municipal Government Act, will be held prior to consideration of second reading.
Implementation/Communication
If approved, the Land Use Bylaw map will be updated per Bylaw C-1150-21 and be published on the City's website.
Impacts
Approval of this bylaw will enable the development of stage 19 in the Harvest Ridge Neighbourhood.
