Request for Decision Summary
Second reading of Bylaw C-1149-21, a redistricting to the Land Use Bylaw changing approximately 4.3 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential and P1 - Parks and Recreation District, is being brought forward for Council's consideration. The proposed redistricting is consistent with the East Pioneer Area Structure Plan and will enable development to continue southeastward within the Tonewood neighbourhood. 

Administration supports proposed Bylaw C-1149-21.

Proposed Motion
That second reading be given to Bylaw C-1149-21 - Land Use Bylaw Amendment - Redistricting - Tonewood Stage 9.
This proposed bylaw is to redistrict approximately 4.3 ha (including anticipate roadways) of Lot 5, Block 1, Plan 172 3540. This area is currently districted UR - Urban Reserve and 1.9 ha is proposed to be redistricted as R1 - Mixed Low to Medium Density Residential, and 2.4 ha is proposed as P1 - Parks and Recreation District. The proposed R1 area could be developed for a combination of single detached, semi-detached, or duplex style housing, and the P1 area is identified for use as a stormwater management facility.

Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP) is the City's primary statutory plan. The proposed residential redistricting is consistent with the policy of the MDP and with Figure 8 Future Land Use.

East Pioneer Area Structure Plan
The East Pioneer Area Structure Plan (Bylaw C-843-13) was most recently amended with Bylaw C-1066-19 in January 2020. The proposed redistricting is consistent with the area structure plan policy and Land Use Concept that identifies the subject lands for Low to Medium Density Residential and Stormwater Management Facility.

Land Use Bylaw
The subject land is currently districted UR - Urban Reserve. The redesignation of the land is required to permit subdivision and development to occur. The proposed R1 district accommodates a range of low to medium density dwelling types, providing flexibility in the design and development of neighbourhoods; the proposed P1 district accommodates the intended use of stormwater management facility. 

Development Agreement
As per Corporate Policy 7,005, a completed and signed development agreement is required prior to consideration of third reading.
This bylaw is being brought forward for consideration of second reading. Based on information provided at the public hearing, discussion and consideration of changes to the bylaw may be made. Alternatively, Council may defeat the motion for second reading and choose to defeat this bylaw.
This application was circulated to relevant City departments for their comment.  A statutory public hearing, advertised per the requirements of the Municipal Government Act, was held prior to consideration of second reading. Notification of the public hearing was also mailed directly to all landowners within 30m of the redistricting area.
If approved, the Land Use Bylaw map will be updated per Bylaw C-1149-21 and be published on the City's website.
Approval of this bylaw will enable the development of Stage 9 in the Tonewood Neighbourhood.
