Request for Decision Summary
A public hearing is required to hear from anyone who may be affected by Bylaw C-1151-21.

Bylaw C-1151-21, a redistricting to the Land Use Bylaw changing approximately 2.0 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential and P1 - Parks and Recreation District, is being brought forward for Council's consideration. The proposed redistricting is generally consistent with the Heritage Estates Area Structure Plan and will enable development to continue northeastward within the McLaughlin neighbourhood. 

Administration supports this bylaw.

Proposed Motion
That those in attendance be thanked for their input.
Background/Analysis
The proposed bylaw has been amended since first reading. The area being redistricted R1 has been reduced by 0.1 ha to accommodate a transitional buffer to be districted P1 between the proposed residential development and the existing natural area to the east.

This proposed bylaw, as amended, is to redistrict approximately 2.0 ha (including anticipated roadways) within the NW 4-53-27-W4. This area is currently districted UR - Urban Reserve District and 1.9 ha is proposed to be redistricted as R1 - Mixed Low to Medium Density Residential District and 0.1 ha redistricted as P1 - Parks and Recreation District.

Options/Alternatives
Bylaw C-1151-21 is being presented for Council's consideration of second and third readings later on this same Council agenda. Should Council feel they need further information to make a decision they may choose to adjourn the public hearing for continuance at a later date. If Council chooses this option, second reading of this bylaw will be re-scheduled.
Consultation/Engagement
Notification of this public hearing was advertised in the April 9 and 16 editions of the Examiner in satisfaction of the requirements of the Municipal Government Act. Additionally, notice was mailed directly to landowners within 30m of the subject lands.
Implementation/Communication
Following the statutory public hearing, second reading will be brought forward for consideration by Council.
Impacts
This public hearing fulfills the statutory requirement under the Municipal Government Act to hear from those affected by the proposed amendment to the Land Use Bylaw. Information that is presented at this public hearing will inform Council's consideration of the bylaw at second reading.
