Title:    Spruce Grove - Stony Plain Trail Options - Hussey

Information
Request for Decision Summary
Administrations of both the Town of Stony Plain and the City of Spruce Grove have reviewed several options that would extend the current trail system between both municipalities. The extension would connect the existing trail using one of four options. Administration has provided a high level estimate for each of the options.

Proposed Motion
That Option A be approved as the preferred Council option for construction in 2021 for a Spruce Grove - Stony Plain trail connection; and

That the preferred option be included in the list of spring adjustments for Council’s consideration in April based on a budget not to exceed $300,000.
 
That both municipalities work together to provide an option for a second trail connection within the next 3 years.  
Background/Analysis
On November 9, 2020 Council asked Administration to review available routes to connect the existing trail network in Spruce Grove to the existing trail network in Stony Plain. Stony Plain Council similarly asked their administration to provide similar options. The results were asked to be brought back to each of the councils by the end of February 2021.

Both administrations worked together to provide te options outlined below. There are four different routes in which an extension of the current trail in Spruce Grove would connect to the current trail in Stony Plain. Each of the options provide different routes but all had to connect to the existing Stony Plain trails that ends south of Hwy 16A, east of Veterans Way. The recommended option is the best option based on construction and limited negotiations, and therefore is most feasible for completion in 2021. 

Cost for the trail has been adjusted to a 2/3 and 1/3 cost share, in which Spruce Grove would be providing 2/3 of the cost of the trail ($300,000). 

The same options will be presented to the Stony Plain Council on March 8, 2021.
Options/Alternatives
Four options for a Spruce Grove - Stony Plain trail connection are being presented to Council for discussion:
 
Option A:
North from Hwy 16A along future Boundary Road to existing Grove Drive
 
Option B:
Along the North of Hwy 16A to Jennifer Heil Way North to McLeod Avenue
 
Option C: North from Hwy 16A along the future Boundary Road North – East along future McLeod Avenue
Option D: 
Along the South of Hwy 16A to Jennifer Heil Way North to McLeod 
 

Council may also allow development to construct the trail as a part of the continuing development on the west side of Spruce Grove. 

Council may choose not to proceed at this time by defeating the proposed motion. 

Council may choose not to make a decision at this time, and may do so using the following motion:
 
That the options on the Spruce Grove - Stony Plain trail connection options be received as information. 
Consultation/Engagement
The options presented were a collaborative effort by the administrations of the Spruce Grove and Stony Plain municipalities.
Implementation/Communication
If a preferred option is approved, it will be included within the spring budget adjustments for Council's consideration at a future council meeting. 
Impacts
A trail connection between Spruce Grove and Stony Plain will address active transportation needs between the communities. 

Fiscal Impact
Financial Implications:
The Trail if approved during Spring Adjustments will be proposed to be funded from Municipal Sustainability Initiative funds in the amount of $300,000.
