Request for Decision Summary
Third reading of Bylaw C-1068-19, a Land Use Bylaw amendment proposing to redistrict land within the Pioneer Lands Area Structure Plan from UR - Urban Reserve District to GPL - Greenbury Planned Lot District and P1 - Parks and Recreation District, is being brought forward for Council's consideration.  This amendment would allow subdivision for single-detached and semi-detached residential lots and park lands abutting the area's stormwater management facility.

Administration supports this bylaw amendment. 

Proposed Motion
That third reading be given to Bylaw C-1068-19 - Land Use Bylaw Amendment - Redistricting - Greenbury Stage 11.
IBI Group, on behalf of the landowner, has made a Land Use Bylaw Amendment application for lands within the Pioneer Lands ASP area.  The application, referenced as Greenbury Stage 11, proposes to amend 2.13 ha of Plan 132-4055, Block A, Lot 2, from UR - Urban Reserve District to GPL - Greenbury Planned Lot District and P1 - Parks and Recreation District.  This redistricting would facilitate a future subdivision for approximately 41 parcels for single detached and semi-detached residential dwellings, and one small park abutting the area's stormwater management facility.

Municipal Development Plan (MDP) - Your Bright Future 2010 – 2020 is the City’s primary statutory land use planning document. MDP Figure 8 - Future Land Use map defines the subject lands for Residential land use. This proposed Bylaw amendment is consistent with the MDP's intended land uses.

Area Structure Plan (ASP) - The Pioneer Lands ASP, Bylaw C-686-08, as amended, defines the intended land uses for the subject lands on Exhibit 3 – Development Concept for Low to Medium Density Residential uses.    

Land Use Bylaw (C-824-12) - All subject lands are currently districted UR – Urban Reserve, and a reclassification to an appropriate land use districts is normally required prior to subdivision and development.  Greenbury Stage 11 area proposes the GPL - Greenbury Planned Lot District, which allows as permitted uses Semi-Detached Dwellings and Single Detached Dwellings that may be built to the property line, and the P1 - Parks and Recreation District that allows Parks as a permitted use.
Council may debate and make amendments that do not require re-advertising of the public hearing. Council may choose to pass, defeat, or refer this bylaw to administration. 
A Public Hearing for this proposed Bylaw was held on April 8, 2019. This public hearing was advertised in the local newspaper in accordance with the requirements of the Municipal Government Act; and furthermore, it was noticed on the City’s website and by a letter mailed to all property owners within 30.0 m of the subject lands as required by the City's Land Use Bylaw. 
If approved, the Land Use Bylaw map will be updated and be published on the City's website.
This Bylaw will allow for the development of low density residential dwelling units and additional park space.
