Request for Decision Summary
Third reading of Bylaw C-1137-20, a redistricting amendment to the Land Use Bylaw changing approximately 5.5 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential, R2 - Mixed Medium to High Density Residential, and P1 - Parks and Recreation District, is being brought forward for Council's consideration. The proposed redistricting is consistent with the East Pioneer Area Structure Plan and will enable development of the first residential stage in the Easton neighbourhood to begin.

The request for third reading is being brought forward as a development agreement has been completed and is scheduled to be signed prior to this meeting of Council.

Administration supports this Bylaw.

Proposed Motion
That third reading be given to Bylaw C-1137-20 - Land Use Bylaw Amendment - Redistricting - Easton Stage 1.
Background/Analysis
This proposed bylaw is to redistrict approximately 5.5 ha (including anticipated roadways) of SE 2-53-27-W4. This area is currently districted UR - Urban Reserve. A 1.22 ha area is proposed to be redistricted as R1 - Mixed Low to Medium Density Residential, 0.48 ha as R2 - Mixed Medium to High Density Residential, and 3.75 ha P1 - Parks and Recreation District. The identified P1 area is intended for a stormwater management facility.

Municipal Development Plan
Your Bright Future: Municipal Development Plan, 2010-2020 (MDP)
 is the City's primary statutory plan. The proposed residential redistricting is consistent with the policy of the MDP and with Figure 8 Future Land Use.

East Pioneer Area Structure Plan
The East Pioneer Area Structure Plan (Bylaw C-843-13) was most recently amended with Bylaw C-1066-19 in January 2020. The proposed redistricting is consistent with the policy and Land Use Concept that identifies the subject lands for a combination of Low to Medium Density Residential, Medium to High Density Residential, and Stormwater Management.

Land Use Bylaw
The subject land is currently districted UR - Urban Reserve. The redesignation of the land is required to permit subdivision and development to occur. The R1 district accommodates a range of low to medium density dwelling types while the R2 district accommodates a range of medium to high density residential dwelling types, providing flexibility in the design and development of neighbourhoods. The P1 district will provide for the development of a stormwater management facility.

Development Agreement
As per Corporate Policy 7,005, a completed and signed development agreement is required prior to consideration of third reading.

Consultation/Engagement
A statutory public hearing was held on November 23, 2020, prior to consideration of second reading. Advertising of the public hearing satisfied the requirements of the Municipal Government Act, and individual notice was mailed to properties within 30 m of the subject lands.
Implementation/Communication
If approved, the Land Use Bylaw map will be updated per the Bylaw's Schedule and be published on the City's website.
Impacts
Approval of this bylaw will enable the development of the first stage in the Easton Neighbourhood.
