Request for Decision Summary

Spruce Grove’s Municipal Development Plan (MDP) identified the City Centre’s revitalization as an important initiative that established the objective of re-invigorating the City Centre as a mixed use hub of activity with a distinct identity. The City’s MDP specifically identified the need for a City Centre Area Redevelopment Plan (CCARP), which was adopted in April 2020, to guide redevelopment. In 2020 ISL Engineering was retained by the City to provide engineering and planning consulting services for the City Center Area Redevelopment project.

That the City Centre Area Redevelopment Plan Update be received as information.
Background/Analysis
The development of the City Centre ARP has provided an opportunity to review the area’s existing land use, parking, and infrastructure to identify challenges and opportunities necessary to make informed and desirable adjustments to the area. The City Centre has historically been focused on vehicular movement with pedestrian mobility being largely overlooked in terms of sidewalk conditions, widths, mid-block and safe pedestrian crossings, connections, and complete networks. The City Center Area Redevelopment project is scheduled to be a multi year project, with intent to limit, as much as possible, disruption to businesses in the area.

The work proposed for 2021 will include completion of the detailed design of the McLeod Avenue and Main Street revitalization, redevelopment of Columbus Park, underground water, sanitary sewer, storm sewer and shallow utility work within the McLeod Avenue and Main Street areas to support the above ground revitalization.
Options/Alternatives
The City Center Area Redevelopment Update, presented by ISL Engineering, provides information regarding the work completed to date and the overall design for McLeod Avenue, Main Street, and Columbus Park. Consultation with the City Centre Business Association (CCBA), property owners, and the community as a whole will continue over the next few months to help determine the end result of the McLeod Avenue and Main Street revitalization. Feedback collected from meetings will assist in moving forward with completing detailed design work and cost estimating.
Consultation/Engagement
Significant time and effort has gone into consultation and engagement by way of meetings between ISL Engineering, the CCARP Team, other City departments and the CCBA. Economic and Business Development has assisted the City CCARP Team and ISL by making first contact with a number of business/property owners ahead of more detailed discussions regarding access management, mobility planning and other ARP and construction elements. Consultation and engagement will continue through much of 2021 to assist in moving forward with completing detailed planning and design work.
Implementation/Communication
The 2021-2023 Corporate Plan includes funding for Phase 1 of the City Centre Area Redevelopment. Phase 1  is proposed to be completed over 2 years with year one work including completion of the detailed design of the McLeod Avenue and Main Street revitalization, Columbus Park Redevelopment Construction, underground water, sanitary sewer, storm sewer and shallow utility improvements within the McLeod Avenue and Main Street areas to support the above ground revitalization.

Both ISL Engineering and the City have a dedicated team that will aim to provide consistent updates of information to the public.
Impacts
Phase 1, year one construction will impact access to businesses on McLeod Avenue and Main Street and Columbus Park will not be usable through the duration of its redevelopment construction. ISL Engineering, City staff, and contractors doing the work, will take action to limit disruption, access issues, and help to maintain day to day operations of businesses in the area. The new, redeveloped, Columbus Park is expected to be operational for use by the public through winter 2021/2022. It is anticipated that with the 2021 work completed, the 2022 above ground revitalization construction of McLeod Avenue and Main Street will be able to start very early in spring 2022 and be completed in fall 2022. Access management planning, mobility planning, work to review existing land use and parking, and consultation and information sharing will continue through 2021 and 2022.
