Request for Decision Summary
This presentation is being brought forward to Committee to provide information on the Residential Waste Audit 2019 report conducted by S-Cubed Environmental. The report provides a snapshot of the City's residential waste program and diversion habits.  This report reviews each waste stream, single-use items and provides some recommendations on how the City can increase waste diversion.  

Proposed Motion
That the City of Spruce Grove Residential Waste Audit 2019 report be received as information.
As a result of a 2019 corporate plan initiative, the City contracted S-Cubed Environmental to conduct two waste audits. One was completed in summer and another one in the fall of 2019. Two audits were completed to account for the seasonal differences in quantity and composition of the materials, and to allow annual comparisons to be made from a wider source of data.  The 2019 audit results were compared with the previous residential waste audit completed in 2016.

A sample of 100 houses were selected from several neighbourhoods representing City demographics. The number of audited households was the same as in the 2016 audit with the exception of 18 households which were changed due to waste collection route and schedule changes.

The material received was sorted and audited with the contents of each bag being weighed and recorded.  This data was used to determine the City's current waste diversion and capture rates.  The 2019 audit also examined the disposal of single-use items in Spruce Grove.  These results were used to support the creation of Single-Use Items Reduction Strategy in 2019.

The key findings from the audit are:
  • On average, each black cart contains 43% organic material
  • The overall diversion rate for 2019 is 48%
  • The capture rates for food waste is 21%, compostable paper is 16%, yard and garden waste is 91% and recyclables is 55%
The waste audit was completed by S-Cubed Environmental and no additional engagement was required to complete it.
The results of the waste audit will be communicated to the public through standard means of communication (social media and web posts).  Administration has already begun to develop communication and education of organics waste diversion and will continue to implement recommendations from the report as the program grows and develops. Any recommendations that will impact service levels will be brought forward as a corporate initiative.
The updated waste diversion statistics obtained through the waste audit and program review will help the City focus its education and communication programs.  More focused programs will allow for a potential increase in waste diversion from landfill, lower GHG emissions, and lower hauling and tipping costs at the landfill.
