Request for Decision Summary
To approve the 2022 budget expense of $709,788.00 for the replacement of a pump rescue truck as part of the lifecycle replacement program.  

Proposed Motion
That $709,788.00 be approved from the 2022 budget for lifecycle replacement of an existing pump rescue truck.
Background/Analysis
The fleet replacement plan has provided for the replacement of existing fire pump truck 912 that has reached the end of its functional lifespan of 25 years. 
 
In early 2020 Facilities and Fleet Management worked with the Fire Services Pump Rescue Apparatus Committee to create a specification and then a Request for Proposal was posted for vendors on August 10, 2020 and closed October 9, 2020.  Four vendors provided bids which were evaluated by the Fire Services Pump Rescue Apparatus Committee.  HUB Fire Engine proposal was evaluated by the Fire Services Pump Rescue Apparatus Committee, as best value bid that met all specification requirements. 
 
It is expected that the delivery of the pump rescue truck will take place in April of 2022 if the order is placed in January 2021.

Fiscal Impact
Financial Implications:

The acquisition of the pump rescue truck requires funding to be included from 2022 budget, the year it is delivered to the City. Since the funds fall outside of the current approved budget year separate council approval is required. The acquisition of the pump rescue truck has been anticipated in the fleet replacement plan for several years.

The total cost of the pump rescue truck from HUB Fire Engines is $1,130,979.00 to be funded by MSI grants in 2021 with funding for 2022 to be determined in that budget process.  The 2021 cost of $424,191.00 will be funded for Chassis purchase costs in the current year approved budget.
