Request for Decision Summary
A public hearing is required to hear from anyone who may be affected by Bylaw C-1137-20. 

Bylaw C-1137-20 is a redistricting amendment to the Land Use Bylaw changing approximately 5.5 ha of land from UR - Urban Reserve to R1 - Mixed Low to Medium Density Residential, R2 - Mixed Medium to High Density Residential, and P1 - Parks and Recreation District. The proposed redistricting is consistent with the East Pioneer Area Structure Plan and will enable development of the first residential stage in the Easton neighbourhood to begin.

Administration supports this Bylaw.

That those in attendance be thanked for their input.
Background/Analysis
An application has been received to redistrict approximately 5.5 ha (including anticipated roadways) of land in SE 2-53-27-W4, which is located in the Easton neighbourhood.

This subject lands are currently all defined by the Land Use Bylaw as being within the UR - Urban Reserve District. Bylaw C-1137-20 proposes that 1.22 ha be redistricted as R1 - Mixed Low to Medium Density Residential, that 0.48 ha be redistricted to R2 - Mixed Medium to High Density Residential, and that 3.75 ha be redistricted to P1 - Parks and Recreation District.

Options/Alternatives
Bylaw C-1137-20 is being presented for Council's consideration of second reading later on this same Council agenda. Should Council feel they need further information to make a decision they may choose to adjourn the public hearing for continuance at a later date. If Council chooses this option, second reading of this bylaw will be re-scheduled.
Consultation/Engagement
This public hearing was advertised in the November 6 and 13, 2020 editions of the Spruce Grove Examiner in accordance with the requirements of the Municipal Government Act. Individual notification was mailed to properties within 30 m of the subject lands.
Implementation/Communication
Following the statutory public hearing, second reading will be brought forward for consideration by Council. 
Impacts
This public hearing fulfills the statutory requirement under the Municipal Government Act to hear from those affected by the proposed amendment to the Land Use Bylaw. Information that is presented at this public hearing will inform Council's consideration of the bylaw at second reading.
