Title:    C-1093-19 - First and Second Reading - 2020 Fees and Charges Bylaw - Frostad

Request for Decision Summary
This report is to authorize the 2019 fees for Water, Wastewater and Waste Management, Transit, Cemetery and Tribute Park, Fines and Penalties and other general administrative services.

Proposed Motion
That first reading be given to Bylaw C-1093-19 - 2020 Fees and Charges Bylaw.
That second reading be given to Bylaw C-1093-19 - 2020 Fees and Charges Bylaw.
The recommended 2020-2022 Corporate Plan proposes a utility rate increase of 2 per cent in 2020 to meet the utility operating and capital costs. The impact on a household with an average monthly consumption of 14 cubic meters would be $1.67/month ($20.04/year).

Utility rates are partially derived by the cost of purchasing water and processing wastewater. The Capital Region Parkland Water Services Commission has approved a 2020 rate of $1.97/M3 (2 per cent increase from 2019). Administration for the Alberta Capital Region Wastewater Commission have advised they are proposing a 2020 rate of $1.24/M3 to their Board in December (8 per cent increase from 2019).

In addition to water and wastewater costs, the utility rate increase reflects infrastructure maintenance and replacement, market cost of construction and maintenance or a surplus balance.

Other services with proposed increases include:
  • Supply of water service only to Parkland County - $3.503/M3
  • Supply of water and wastewater for the purpose of new land development - $934/ha
  • Supply of wastewater service only - $25.68/unit/month
  • City of Spruce Grove Bulk Water Station - $6.085/M3
  • Electronic billboard advertising - $40/side/week/ad
For utility rates to be effectively communicated, the bylaw will need to receive third reading by November 25, 2019.
Utility rates are discussed in detail as part of the Committee of the Whole and Council corporate plan deliberations.

Communication of the utility rate increase will occur through the Examiner, City website, social media outlets and on the utility bill issued in early December. In accordance with the agreement between the City and Parkland County to supply water to Parkland Village, a 90 day notice has been issued to advise of the proposed rate increase.


Fiscal Impact
Financial Implications:
Utility operations and capital work is funded with utility revenue. Neither grants nor taxes are used to subsidize rates.

City Council and Committee of the Whole agendas and minutes are posted on the City of Spruce Grove website for information purposes only. These agendas may be changed at the discretion of Council by the addition or deletion of items.
