The unprecedented arrival of the COVID-19 pandemic led the City to activate its Municipal Emergency Management Plan and the City’s Emergency Management Agency. The Emergency Management Plan and Agency have been in operation now since early March. On May 19, the Draft Recovery Framework was presented for Council’s feedback. On September 28, Council received an update on the work underway in the Recovery Framework and an overview of a suite of municipal “health” indicators across the economic, social and governance themes.
As engagement is a pivotal aspect of the City of Spruce Grove's Recovery Framework, the City has used a variety of tools to gather information on the perspectives of the community and resident groups. The City launched a public engagement survey from August 19 to September 5 to gather the perspective of City residents. Using both a statistically valid methodology (General Population Survey) as well as open public online survey methodology, the City, through its vendor YStation, was able to garner feedback from 400 residents across a spectrum of demographics to ensure that the responses were reflective of the community with a 95% confidence level. The general web-based survey garnered 428 responses, but does not allow for the same degree of demographic representation confidence, however is still a substantive indicator of community perspective.
