Title:    Establishment of a Planning Review Task Force - Cotterill
Department: City Manager

Request for Decision Summary
Members of Council and the City Manager have been meeting with various stakeholders to discuss bottlenecks in our planning processes and ways to make improvements. Some of these impediments and processes were established by a previous Council and it would be timely for this Council to understand the options available to Council and for the development community to present alternative ways of doing business. Only then can we ensure that the way the City grows and develops is in a manner that allows for good decision making and smoother processes.

Proposed Motion
That a Task Force made up of City staff, the Urban Development Institute-Edmonton Region (UDI), Builders and City Council representatives be established to review and make recommendations to streamline and improve the City's Planning Processes and;

That Councillors Oldham and Mackenzie be the Council representatives appointed to this task force and; 

That a draft terms of reference be established by the City Manager and UDI.

City staff meet with both UDI and the building industry to discuss legislative changes, process changes and suggestions by the industry as to how we can work better together. While these meetings have been very productive, some of the changes that are being suggested deal with policy decisions that a past Council had directed and it would be timely in this economic climate to review those policies. Policies such as the size of area that can be redistricted or whether a development agreement could be approved at third reading with conditions and then it is between the developer and staff to slowly remove those conditions. These changes can reduce the financial risk of a developer moving forward and ultimately the cost of the home being purchased.

If this task force is approved by Council, the City Manager and UDI will develop an agenda to deal with these larger items. It is anticipated that the task force could complete their work within the next few months so that Council can decide what changes, if any, can be made before the next design and construction season.
Refer the matter to staff to meet and discuss with the Development Community and report back to Council.
The makeup of the committee will be five from the building and development industry as recommended by UDI, three members of Council (includes the Mayor) and staff.
This is a very complex issue and requires people knowledgeable in the process to work together to find appropriate solutions.
