Request for Decision Summary
The purpose of this report is to seek Council's support for the revised Regional Context Statement (RCS), required by the Edmonton Metropolitan Region Board (EMRB), that outlines how the City of Spruce Grove's (City) Municipal Development Plan (MDP), Your Bright Future 2010-2020, conforms with, or diverges from, the new Edmonton Metropolitan Region Growth Plan (EMRGP) and how the City will bring the MDP into compliance with the Growth Plan.  
Proposed Motion
That the revised Regional Context Statement, as required by the Edmonton Metropolitan Region Board, that includes the statement that the City of Spruce Grove is within the metropolitan area policy tier in the Metropolitan Regional Structure as an Urban Centre be approved, and that administration be directed to prepare amendments to the Municipal Development Plan to bring the Plan into conformity with Edmonton Metro Region Growth Plan.

At its regular meeting on September 10th, 2018 council passed a resolution approving the RCS that outlines how the City's MDP conforms with, or diverges from, the spirit and intent of the EMRGP and how the City will bring the MDP into compliance.

City administration has been participating in Growth Plan and Regional Evaluation Framework Working Group meetings with EMRB administration and other member municipalities.  The purpose of this working group is to gain consistent understanding and interpretation of EMRGP policies, particularly related to density targets, and to support amendments to the EMRB Planning Toolkit. 

One of the significant interpretations coming from the working group discussions is related to residential density requirements for Area Structure Plan (ASP) amendments.  Although the EMRGP minimum greenfield residential density target for Spruce Grove is 35 du/nrha for new ASP areas, there was confusion on the required density for ASP amendments.  EMRB administration has clarified that for amendments to ASPs originally approved under the previous regional plan (the Capital Region Growth Plan), the amendment area's density must be no lower than the original ASP's density for the amendment area, and the amendment must be consistent with all other provisions of the new EMRGP.

Sections 3.1 and 4.3 of the City's RCS have been revised to reflect this interpretation.  These revisions will be reflected in the future amendments to the MDP.   

Administration notes that some members of the development community had voiced concerns about the potential MDP amendments outlined in the original RCS that suggested that ASP amendments, where less than 30% of the plan area is developed, would require a density of 35 du/nrha.  This revision provides that development may occur at the same, or greater density, than the developer had proposed in their original ASP.
No consultation required.
Upon approval of the revised RCS, administration will provide it to the EMRB and will undertake the MDP amendment process to bring the MDP into conformance with the EMRGP.
Council's approval of the RCS fulfills a legislated requirement.
