Request for Decision Summary
A public hearing is required to hear from anyone who may be affected by Bylaw C-1139-20.

Bylaw C-1139-20, is a text amendment for adding a Direct Control District to the Land Use Bylaw and an associated redistricting. This amendment proposes to create a new land use district, DC.10 - PRESCOTT DIRECT CONTROL DISTRICT, in the Prescott Neighbourhood.  This District will allow Row Housing, Street Oriented, with Secondary Suites. 

Administration supports this Bylaw.

Background/Analysis
Cantiro Communities Pioneer Ltd, has applied to create a new Direct Control District, and redistrict approximately 0.41 ha of land legally known as Plan 1820352 Block 107 Lots 1 - 6 and 8 - 17, from R1 LOW TO MEDIUM DENSITY RESIDENTIAL DISTRICT to DC.10 - PRESCOTT DIRECT CONTROL DISTRICT. The subject lands are located immediately northeast of the intersection of  Pioneer Road and Greenbury Boulevard.

If approved, this amendment will allow the development of 16 Row Housing, Street Oriented units with Secondary Suites. The development will provide a total of four parking stalls per unit, where one tandem stall satisfies the requirement for additional parking to support a Secondary Suite. Home Occupation as an accessory use would not be permitted in units with a Secondary Suite.

Options/Alternatives
Bylaw C-1139-20 is being presented for Council's consideration of second reading later on this same Council agenda. Should Council feel they need further information to make a decision they may choose to adjourn the public hearing for continuance at a later date. If Council chooses this option, second reading of this bylaw will be re-scheduled.
Consultation/Engagement
This public hearing was advertised in the December 24 and 31, 2020 editions of the Spruce Grove Examiner in accordance with the requirements of the Municipal Government Act. Individual notification was mailed to properties within 30 m of the subject lands.
Implementation/Communication
Following the statutory public hearing, second reading will be brought forward for consideration by Council.
Impacts
This public hearing fulfills the statutory requirement under the Municipal Government Act to hear from those affected by the proposed amendment to the Land Use Bylaw. Information that is presented at this public hearing will inform Council's consideration of the bylaw at second reading.
