Title: Kinsmen Club of Stony Plain - RCMP Musical Ride - Wolanski

Request for Decision Summary
The Kinsmen Club of Stony Plain is requesting funding in the amount of $5,000 for the RCMP Musical Ride tour coming to Stony Plain on September 1, 2019.

Proposed Motion
That Council allocate $5,000 for the RCMP Musical Ride tour in Stony Plain on September 1, 2019 from Council contingency.

The RCMP Musical Ride is performed by a full troop of 32 riders and their horses. Their performance consists of intricate figures and drills choreographed to music. The Musical Ride performs in up to 50 communities across Canada between the months of May and October and they help raise thousands of dollars for local charities and non-profit organizations.

The Musical Ride provides the opportunity to experience the heritage and traditions of the RCMP. The riders act as ambassadors of goodwill who promote the RCMP's image throughout Canada and all over the world.

On September 1, 2019 the RCMP Musical Ride will be performing at the Heritage Pavilion in Stony Plain hosted by the Royal Canadian Legion #256 Stony Plain, the RCMP Veterans Association and the Kinsmen Club of Stony Plain.

This event was last held in the Tri-municipal area over 20 years ago and the committee is focused on this being a family friendly event so the ticket prices for the performance have been set to make it affordable for everyone to attend. Tickets will be available the day of the performance at booths around the grounds. Prices will be $10 for adults, $5 for seniors and those 7 to 17 years of age, and free to 6 and under.

The stables and other emergency services static displays and equipment will be open to the public. There is no charge to visit the stables and the displays, only a charge to see the performance.

The costs associated with the event are budgeted at over $40,000. To cover these costs and have the ticket prices be affordable organizers are looking to the City of Spruce Grove to support the event in the amount of $5,000. The City’s support will be recognized at the event on signage throughout the venue and through various media.

Parkland County and the Town of Stony Plain have both committed to support with funds and products which are valued at this financial level. There are also 18 community minded businesses and service groups supporting for $750 each.

It is anticipated there will be $10,000 from gate revenues.

A previous presentation was made to Council without a request for financial assistance.  
The City has a detailed process in which requests for funding are considered.  There are public submissions that are made in April and other initiatives are put into our Corporate Plan to be prioritized, ranked, and then considered by Council.  The City receives a large number of requests and is not able to fund all of them.  Regularly, we encourage and direct requests to our process in the interest of fairness and transparency.  While not every situation or request falls within this process, it is important to point out that there may be perception concerns or additional requests outside of the established process should funding be allocated in this or other similar situations.  

Since the process identifies and allocates funding there is no funding available within City budgets when approved outside of our process.  Therefore, Council contingency has been identified as the funding source.
