Request for Decision Summary
This item proposes second and third reading of Bylaw C-1085-19 to borrow up to $2,200,000 for Storm System Updates originally approved in the 2019 - 2021 Corporate Plan.

Proposed Motion
That second reading be given to Bylaw C-1085-19 -Borrowing Bylaw - Storm System Update 2019.
That third reading be given to Bylaw C-1085-19 - Borrowing Bylaw - Storm System Update 2019. 

In the 2019 - 2021 Corporate Plan, Initiative CE 1067.2 Storm System Upgrades was approved and funding of $2,850,000 was earmarked for debt funding.  The project includes up-sizing of storm sewer pipes in parts of the Brookwood neighborhood, asphalt roadway milling and resurfacing and construction of a storm water surge pond at the St. Thomas Aquinas school site on land owned by the City.  The requirement and budget for this work were identified in the 2015 Storm Water Master Plan Update.  The project has been tendered and the total project cost of $2,135,000, inclusive of engineering and testing costs and contingency will be carried to complete the project.

The bylaw was given first reading on June 10, 2019.  The bylaw was advertised in the local newspaper on June 14 and June 21.  The fifteen day petition period passed as of July 6 without any notice of petition.  

The next step proposed in the process is to provide second and third readings of the bylaw.
Funds will be secured to complete the project in 2019.
