Request for Decision Summary
The City of Spruce Grove Public Library Board requires approval from City Council to engage the services of Metrix Group LLP for the purposes of performing the financial audit of the library's operations.

Proposed Motion
That the firm Metrix Group LLP be approved as the auditor for the Spruce Grove Public Library from 2020 - 2024.
Background/Analysis
The City of Spruce Grove  Library Board is recognized as a Management Board under Bylaw No. 327 of the City of Spruce Grove and is governed by the Alberta Libraries Act.

In accordance with the Alberta Libraries Act, Part 1 - Municipal Libraries, Accounts 9. The municipal board shall
  1. keep accounts of its receipts, payments, credits and liabilities,
  2. have a person who is not a member of the municipal board and whose qualifications are satisfactory to council review the accounts each calendar year and prepare a financial report in a form satisfactory to council, and
  3. submit the financial report to council immediately after its completion.

The Board has been exceedingly pleased with the services provide by Metrix Group LLP. The fees are comparable to those paid by other libraries of similar budgets. The City of Spruce Grove Library Board wishes to retain Metrix Group LLP as the 2020-2024 auditor.

The City of Spruce Grove Library Board passed a motion (029L-19) at their March 19, 2019 meeting to forward a motion to Spruce Grove City Council to approve the Library’s intent to retain Metrix Group LLP as the auditor for the City of Spruce Grove Library Board for 2020, 2021, 2022, 2023, and 2024.
