Request for Decision Summary
This Request for Decision is to provide Council with background information on proposed Bylaw C-1059-18 for holding a statutory public hearing on the matter.  The Bylaw proposes the redistricting of a strip of land located within Heritage Grove Park from P1 - Park and Recreation District to RMHC - Manufactured Home Court District.   This Bylaw will allow the subject lands to be subdivided, sold, and consolidated with the abutting Mobile City manufactured home court to correct an existing encroachment into the parkland.

Administration supports this proposed Bylaw.

Background/Analysis
Bylaw C-1059-18 proposes an amendment to Land Use Bylaw C-824-12 to redistrict part of Lot 1R, Block 1, Plan 782 3421, from P1 - Parks and Recreation District to RMHC - Manufactured Home Court District.  These lands consist of 0.033 hectares, and are located on the south side of Heritage Grove Park along Weston Drive.  This proposed redistricting would allow for the subdivision and sale of these lands to correct for an encroachment into the park from the abutting manufactured home park.   The proposed future sale of these lands requires that Council must remove the municipal reserve designation, and that process is running concurrent with this redistricting proposal.

Consultation/Engagement
The public hearing has been advertised in the December 28, 2018, and the January 4, 2019, editions of the Spruce Grove Examiner.  Letters advising of the public hearing have been sent to adjacent landowners and a notice has also been posted on the City’s website.

Impacts
This amendment will allow for the subdivision and sale of the subject lands to the abutting landowner, which will provide a solution to buildings currently encroaching into Heritage Grove Park.
