Request for Decision Summary
The purpose of this request for decision is to seek Council's direction regarding recording votes by members of council in all council and committee of the whole meeting minutes. 

Proposed Motion
That administration be directed to implement the recording of votes for all council and committee of the whole meetings and bring forward amendments to Council's procedure bylaw to reflect this direction and that this change be effective beginning with the September 17, 2018 Committee of the Whole Meeting.
Background/Analysis
In accordance with Council Procedure Bylaw C-724-09 the City of Spruce Grove currently records whether a vote was carried or defeated, unless a council member requests a recorded vote prior to the vote being taken. If a recorded vote is requested, the names of the councillors present and whether they voted for, against, or abstained is then documented within the minutes. 

Transparency is a general principle that governments will operate in an accessible and visible manner and that their activities and decision-making are open and clear to the public. Changes to the current process will allow for further transparency to the residents.

A manual process will be used to implement recorded voting as a short-term measure. This will require additional time during and following the meetings to ensure recorded votes are accurately captured and reflected in the meeting minutes.

The City Clerk's Office will coordinate with Corporate Communications to share this change with residents.

Fiscal Impact
Financial Implications:
An initiative is being brought forward, through the 2019-2021 corporate planning process, to integrate recorded votes and web streaming into the meeting management system. The financial and resource impacts will also be considered as part of this initiative.
