Request for Decision Summary
The purpose is to obtain approval of Corporate Policy CP-1010-18 that would establish the foundation for the City's public participation approach on how to involve stakeholders in the decision making process.

Proposed Motion
 That Policy CP-1010-18 Public Participation Policy be approved as presented.
Background/Analysis
Public participation provides opportunities for the community to have input into decision-making through information sharing, public meetings, surveys, open houses, workshops, polling and other forms of engagement. It is designed to account for a level of resident involvement that will lead to the best decision for the community.

While the City currently provides a variety of public participation opportunities, a policy formalizing the City's approach to future engagement had not existed.

The modernized Municipal Government Act requires that municipalities establish a public participation policy by July 23, 2018.

The policy must meet the following requirements:
  • It must identify the types or categories of approaches the municipality will use to engage stakeholders and the types or categories of circumstances in which the municipality will engage them;
  • It must be made available for public inspection (ie. post it on the municipality’s website).
  • The municipality must review the policy at least once every four (4) years.

The City engaged Banister Research Ltd to assist with the development of a Public Participation Policy that followed best practices and was customized to the City of Spruce Grove.

Consultation/Engagement
The policy development, led by Banister Research Ltd and Corporate Communications, included consultation with City staff through an internal survey and focus group.
Implementation/Communication
Once the policy is adopted by Council, Corporate Communications will develop a framework and tool kit to assist City staff with identifying appropriate levels of public participation.

The City will promote the policy as well as public participation opportunities as they become available.
Impacts
The Public Participation Policy will establish the foundation for the City's public participation approach on how to involve stakeholders in the decision making process. It will provide us with a valuable link between the community, Council and City staff.
