Request for Decision Summary
 The purpose for this request for decision is to obtain second and third reading of Bylaw C-1041-18 that will provide for the ongoing operation of the wastewater utility and meet Spruce Grove's obligations as a member municipality of the Alberta Capital Region Wastewater Commission. This new bylaw is intended to replace the Wastewater Utility sections of the existing Municipal Utility Services Bylaw and is the first step in creating separate utility bylaws for water, wastewater, and solid waste management.

Proposed Motion
 That second reading be given to Bylaw C-1041-18 - Municipal Wastewater Utility Bylaw, as amended.

 That third reading be given to Bylaw C-1041-18 - Municipal Wastewater Utility Bylaw.

 The Alberta Capital Region Wastewater Commission (ACRWC) provides centralized sewage transmission and treatment services to thirteen member communities in the region including Spruce Grove. The commission maintains a Quality of Wastewater Bylaw that outlines controls for the discharge of pollutants into the sewer system and obligates member municipalities to "reflect the requirements and prohibitions of this ACRWC bylaw" in their wastewater bylaw. This Municipal Wastewater Utility Bylaw was created to meet our obligations to the ACRWC by adopting their most recent revised standards enacted in 2016.

Following the first reading of this bylaw, ARCWC provided further feedback on the draft and this has prompted additional revisions.  These changes are administrative in nature and relate to the commission's ability to control discharges through the development of codes of practice and a discharge permitting system. 
 This bylaw was developed by Public Works and Engineering staff and a draft version was reviewed by the ACRWC.
 The Municipal Wastewater Utility Bylaw will provide direction for the ongoing administration and operation of the local wastewater system while also ensuring that our standards of care are in step with those of the region. By incorporating standards from the ACRWC's bylaw we are accepting a share of responsibility for their stated objective to:

- protect the sewer system from corrosion, other damages and obstruction;
- protect the wastewater treatment plant process from upset;
- protect the public, Commission and municipal workers and properties from hazardous conditions;
- protect wastewater biosolids quality; and,
- protect the environment from contaminants that are not removed by the Alberta Capital Region Wastewater Treatment Plant or the Gold Bar Wastewater Treatment Plant.
