Request for Decision Summary

This Request for Decision seeks Council’s approval for first reading of Bylaw C-1030-18 for a Land Use Bylaw amendment proposing to redistrict land within the Pioneer Lands Area Structure Plan (ASP) from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

 

This amendment would allow subdividing for single and/or semi-detached residential lots. Administration supports this bylaw amendment. 


Proposed Motion

That first reading be given to Bylaw C-1030-18- Land Use Bylaw Amendment - Redistricting – Prescott Stage 6.

Background/Analysis

IBI Group, on behalf of the landowner, has made a Land Use Bylaw Amendment application located within the Pioneer Lands ASP area. The application, referenced as Prescott Stage 6, proposes amending 1.87 ha of part of the Southwest Quarter of Section 12, Township 53, Range 27, West of the 4th Meridian from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District (See Attachment B).

The landowner intends 37 single-detached parcels for residential dwellings.

Municipal Development Plan - Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan for land use planning, and on its Figure 8 - Future Land Use Map the subject lands are indicated for Residential land use. This proposed bylaw amendment is consistent with the MDP’s land use intent.

Pioneer Lands Area Structure Plan - The Pioneer Lands ASP Bylaw C-686-08 adopted in February 2009, as amended, defines on its Development Concept that the subject lands be Low to Medium Density Residential land use. This bylaw proposes a R1 District, which is consistent with the ASP's land use designation.

Land Use Bylaw - All subject lands are districted UR – Urban Reserve in Land Use Bylaw (C-824-12), and a reclassification to an appropriate land use district(s) is normally required prior to subdivision and development. Prescott Stage 6 area proposes R1 – Mixed Low to Medium Density Residential District that can accommodate a range of low to medium density residential dwelling types that includes Semi-Detached and Single Detached Dwellings as permitted uses.

Consultation/Engagement

Administration has discussed initial comments about the redistricting with the applicant.

Circulation - The proposed amendment will be circulated internally for other departments’ comments.

Public Hearing - A statutory public hearing will be held prior to second reading. Administration will inform surrounding landowners and advertise the public hearing as per requirement in the Municipal Government Act. Any questions or comments regarding the development will be addressed at the public hearing.

Implementation/Communication

If approved, the Land Use Bylaw map will be updated and posted on the City's website.

Impacts

This amendment will provide for development of low density residential dwellings in the Prescott neighbourhood.
