Request for Decision Summary

This Request for Decision seeks Council’s approval for first reading of Bylaw C-1029-18 for a Land Use Bylaw amendment application proposing to redistrict land within the North Central Area Structure Plan (ASP) from UR - Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

This amendment would allow for the subdivision of single and/or semi-detached residential lots.
Administration supports this bylaw amendment. 

Proposed Motion
That first reading be given to Bylaw C-1029-18- Land Use Bylaw Amendment - Redistricting - Jesperdale Stage 11.

Select Engineering, on behalf of the landowner, has made a Land Use Bylaw Amendment application for lands in the North Central ASP area.  The application, referenced as Jesperdale Stage 11, proposes amending 1.66 ha of Plan 062-6301, Block 23, Lot 1, from UR - Urban Reserve District to R1 – Mixed Low to Medium Density Residential District (See Attachment B).


The landowner intends 31 parcels for single-detached residential dwellings. 

Municipal Development Plan - Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan for land use planning, and on its Figure 8 - Future Land Use Map the subject lands are indicated for Residential land use.  This proposed bylaw amendment is consistent with the MDP’s land use intent.

Area Structure Plan - The North Central ASP, Bylaw C-477-03 adopted in May 2003, defines intended land uses for the subject lands on its Figure 2 – Land Use Concept as Mixed Low to Medium Density Residential.  This bylaw proposes Land Use Districting consistent with the ASP's intended land use.

Land Use Bylaw - All subject lands are districted UR – Urban Reserve in Land Use Bylaw (C-824-12), and a reclassification to an appropriate land use district(s) is normally required prior to subdivision and development.  Jesperdale Stage 11 area proposes R1 – Mixed Low to Medium Density Residential District that can accommodate a range of low to medium density residential dwelling types that includes Semi-Detached and Single Detached Dwellings as permitted uses.


Administration has discussed initial comments about the redistricting application with the applicant.


Circulation: The proposed amendment will be circulated internally for other departments’ comments.


Public Hearing:  A statutory public hearing will be held prior to the bylaw's second reading. Administration will inform surrounding landowners and advertise the public hearing as per requirement in the Municipal Government Act. Any questions or comments regarding the development will be addressed at the public hearing.

If approved, the Land Use Bylaw map will be updated and posted on the City's website.
This amendment will provide for development of low density residential dwellings in the Jesperdale neighbourhood.
