Request for Decision Summary
The purpose of this request for decision is to seek Council’s support for second reading for Bylaw C-991-17 - Tonewood Stage 7. An application has been received to redistrict 0.84 ha in Plan 022 1293, Block 1, Lot 3 from Urban Reserve District to R1 - Mixed Low to Medium Density Residential District.

Administration supports this amendment that will allow for the development of row housing.

Proposed Motion
That second reading be given to Bylaw C-991-17 - Land Use Bylaw Amendment - Tonewood Stage 7.
Select Engineering has applied, on behalf of the landowner, to redistrict 0.84 ha of Plan 022 1293, Block 1, Lot 3 from UR - Urban Reserve District to R1 –  Mixed Low to Medium Density Residential District (See Attachment B). This stage of development will extend Tonewood Boulevard and consists of 24 residential lots intended for row housing.

Municipal Development Plan
Your Bright Future, Municipal Development Plan, 2010 – 2020 (MDP) is the City’s primary statutory plan. The Future Land Use Map designates the subject lands as Residential and amendments to the MDP are not required to facilitate this development.

East Pioneer Area Structure Plan
The East Pioneer Area Structure Plan (ASP), Bylaw C-843-13, was adopted in May 2013. The proposed redistricting is consistent with the subject land's Low to Medium Density Residential designation in the ASP and will not require an amendment to the ASP (See Attachment C).

Land Use Bylaw
The subject lands are districted UR – Urban Reserve. The reclassification of land to other land use districts is normally required before subdivision and development can occur.

The proposed R1 – Mixed Low to Medium Density Residential District is intended to accommodate a range of low to medium density dwellings. The intended row housing units is considered a discretionary use in the R1 district and will be processed accordingly at the subdivision stage.
Administration has discussed initial comments about the development with the applicant.

The proposed amendment has been circulated internally for other departments’ comments. No comments were received.

Public Hearing
A statutory public hearing was held prior to second reading. A public hearing notice for the proposed redistricting was advertised on March 24 and 31, 2017 as per the Municipal Government Act requirements. The public hearing notice was also mailed to landowners adjacent to the plan area.
If approved, the land use bylaw map will be updated and posted on the City's website.
This amendment will provide for the development of row housing.
