Title: C-989-17 - Third Reading - Election Bylaw - Goodwin

Request for Decision Summary
Administration is proposing a revised Election Bylaw in order to implement increased voting hours and administrative updates.

Proposed Motion
That third reading be given to C-989-17 - Election Bylaw.
Background/Analysis
The Election Bylaw is being brought before Council in preparation for the upcoming municipal election on Monday October 16, 2017.

One of the goals for this election is to  provide opportunities to have a positive influence on voter turnout. Two of the larger strategies being implemented include:
  • working closely with Corporate Communications in the development and implementation of a targeted communication strategy, and
  • a revised election bylaw. 
The one specific change in the bylaw can be found in section 10 - Voting Hours on Election Day, where it is being proposed that voting stations open at 6:30 a.m. and remain open until 8:00 p.m. An earlier opening will support those residents that prefer to vote on their way to work in the morning. This approach has been successful in other municipalities in proximity to a larger urban centre and whose residents often commute for work.

The remainder of the changes within the bylaw are administrative in nature and provide greater clarity to the election process.

Council saw this bylaw at first and second reading on March 10, 2017 where discussion took place on the intent of the bylaw and the relationship between this bylaw and the Local Authorities Election Act

Consultation/Engagement
Administration surveyed other municipalities who provide this service to their voters to ascertain the viability and related success of increased voting hours. The strategy was also discussed with corporate communications and the senior leadership team.   
Implementation/Communication
This expanded service will be incorporated into the communication strategy and highlighted as the election approaches.
Impacts
The goal is to provide the voter with a greater opportunity to cast their ballot.
