Recommendation

That the Main Street Drainage Project be awarded to Horizon Earthworks in the amount of $517,991 with a total project cost of $617,991.

Purpose

To have Council award the Main Street Drainage Project to a low bidder.

Background

The 2009 capital budget included a project to upgrade the storm system on Main Street,  north of Jespersen Avenue. Scope was comprised of three components – a storm sewer installation on Main Street, the construction of a storm water facility east of the log cabin and an outlet pipe from the pond into the King Street storm sewer. A sketch of the project components is attached. A public tender to complete this work was received at the offices of Select Engineering on August 4, 2009 with the following 9 bid results:

In reviewing the project scope and the uncertainty of the subsurface soil conditions, the consultant and the City are recommending upgrading the pipe bedding material to better support the storm sewer on Main Street. This additional cost is estimated at $20,000.

Administration has not worked with Horizon Earthworks in the past. Our consultant has checked references and we are recommending the award to the contractor. Administration is also requesting that the project consultant provide more than normal site inspection coverage as we are not familiar with this contractor's work.

Affected residents will be notified of the project. An open house was conducted earlier this year outlining the extent of the storm water facility in conjunction with the downtown park open house.
