Recommendation

That the Harvest Ridge Stage 10 development agreement with Harvest Ridge Developments Ltd be approved.

Purpose

For Council to consider the Harvest Ridge Stage 10 development agreement with Harvest Ridge Developments Ltd.

Background

Early in 2009 a new Catholic high school was announced to be built just north of Grove Drive and west of Campsite Road. The site has been redistricted and the subdivision of the necessary lands is underway. A development agreement has been negotiated with the developer to outline obligations of the City and those of the developer.

The special clauses are as follows:

     • The developer agrees to grade the school site area to a level clay surface standard by October 30, 2009. A grading plan will be submitted and approved by the City prior to construction.
     • The developer agrees to grade, level and seed the joint use grounds area by October 30, 2010. A grading plan will be submitted and approved by the City prior to construction.
     • The city agrees to construct the collector road on the west portion of the site by October 20, 2009. The developer agrees to pay the city all of the costs of the construction of this road when the developer requires physical access from this road to develop his lands in an orderly manner.
     • The developer agrees to construct a storm water management facility to manage the storm water from the school site area and joint use area.

Financial Considerations:

The city will be required to "front end" the costs of the collector road estimated at $390,000 but will recover the costs when the developer requires its use in the future. These costs have been included in the Grove Drive tender award.
