Recommendation
That first reading be given to Bylaw No. C-716-09 - Land Use Bylaw Amendment - Spruce Ridge Stage 13 - Redistricting.
Purpose
The purpose of this amendment is to redistrict a portion of NE 5-53-27-4, a total of 3.39 ha, from:
1. U-R – Urban Reserve Holding District to R-1D – Residential-Single Detached (Class D), and
2. U-R – Urban Reserve Holding District to P-1 – General Recreation.
The redistricting will result in eighteen residential lots comprising Stage 13 of the Spruce Ridge neighbourhood and a public utility lot comprising the western portion of a stormwater management facility. The expansion of the stormwater management facility is required to service this and future development in Spruce Ridge.
Background
The Municipal Development Plan
The Municipal Development Plan (MDP) is the City’s primary statutory plan. The subject lands are designated as “Future Residential” on the Future Land Use Map. The “Future Residential” designation does not distinguish among housing densities, nor does it designate locations for such associated uses as stormwater management facilities.
The West Area Structure Plan
The subject lands are currently governed by the West Area Structure Plan (WASP) which was adopted in March, 2004, and subsequently amended. The proposed redistricting is consistent with the Development Concept map for the ASP.
The Land Use Bylaw
The subject lands are currently districted U-R – Urban Reserve Holding District. The reclassification of land to other land use districts is normally required before subdivision and development can occur.

The City requested that the western portion of the future stormwater management facility be included in this redistricting application.
The proposed Land Use Bylaw amendment will be circulated internally for other departments’ comments.
