Recommendation
That Policy 2,026 - Solid Waste Services be approved as presented.
Purpose
To obtain approval for a new policy document defining the provision of residential solid waste services.
Background
At the July 13, 2009 Council meeting, Council was briefed on the performance of our current solid waste systems with the intent that Administration would move forward and create new contract documents ready for tendering in September.

The purpose of the briefing was to reflect on our experience with the current contract, to inform Council of our proposed direction with respect to the new contract documents and to seek consensus on certain service level changes.

The meeting produced a clear set of outcomes - reflected in the attached policy which is intended to clearly publish the service levels expected. These service level expectations will be supported by the new contract documents, which are currently in draft format.

CURRENT SERVICE LEVELS:
Current service levels will be maintained with the exception of the “Tag-a-Bag” program.  This temporary measure was introduced with the change to automated pickup in 2007 and has served its purpose as a transition tool, providing residents with an easier migration from large volumes of bagged garbage into a single roll-out bin with curbside recycling. This program will be eliminated at the end of this contact term (December 31, 2009).

Impacts/Consultation
The impact associated with the deletion of the “Tag-a-Bag” program will be that the small minority of residents generating or disposing of extra waste at their residences will now have the option to reduce that additional volume through diversion to the recycling stream or dispose of it at the Eco Center.

Implementation/Communication
Planning and Infrastructure will work with Corporte Communications in the preparation of a public information package to advise that the “Tag-a-Bag” program will be discontinued and highlight the options available to them through the Eco Center. Information highlighting the Solid Waste service levels will be provided and further specifics on the contract will be provided at a later date as warranted.
