Recommendation
That Administration be authorized to enter into a contract with the Inspections Group Inc. for the provision of safety code inspection services (Building, Electrical, Plumbing and Gas disciplines) commencing January 1, 2010 through December 31, 2012.
Purpose

To enter into a contract with an accredited safety code agency (as recognized by the province's Safety Codes Council) to conduct the City of Spruce Grove's required building, plumbing, gas and electrical safety codes review and inspection services commencing January 1, 2010, and terminating December 31, 2012.  The negotiated contract would retain the right (solely upon exercise of City discretion) for a non-competitive contract extension of 1-year (through December 31, 2013) under the same terms and conditions as the originally negotiated contract.

Background
On June 5, 2009 the City of Spruce Grove issued a Request for Proposals (RFP) seeking a contractor for the provision of its Safety Code Inspection Services (Attachment 2).  These contracted services include the following disciplines:
- Building;
- Electrical;
- Plumbing; and
- Gas

The RFP was forwarded to three (3) accredited agencies that were deemed suitable/adequate  to provide the required services for the City.  These agencies were: Alberta Permit Pro; the Inspections Group; and Superior Safety Codes.  Administration's review of the three (3) submitted RFP's is shown in Attachment 3.

Options
Council may authorize Administration to enter into a contract with the Inspections Group Inc. for the provision of safety code inspection services (Building, Electrical, Plumbing and Gas disciplines) from January 1, 2010 to December 31, 2012.

Council may authorize Administration to negotiate a contract with one of the other RFP respondents for the provision of safety code inspection services (Building, Electrical, Plumbing and Gas disciplines).

Council may choose to not authorize Administration to negotiate a contract with any provider of safety code inspection services (Building, Electrical, Plumbing and Gas disciplines) at this time.
Impacts/Consultation
The City's current safety codes contract (with the Inspections Group Inc.) expires on December 31, 2009.  There is no further extension option with this current contract (2009 has been the extension year).

Without a safety codes provider contracted and in place on January 1, 2010, the City would be unable to accept and/or perform any safety codes related inspections.  Hence, continued compliance with the City's Quality Management Plan would be compromised and the City would risk losing its municipal safety codes accreditation with Alberta Municipal Affairs.
