Recommendation

That the Request for Proposal for the Public Works Facility Functional Design and Yard Layout Study, in the amount of $57,310 USD, be awarded to BWR Consulting.

Purpose

To award a contract to provide professional advisory services for the development of a functional program guiding design of a new public works building and re-configured City yards located at 1 Schram Street.

Background

To prepare for design and construction of a new public works administration building scheduled for 2010, a detailed functional site plan establishing siting of this building in the context of current functions and needs as the operation grows is needed. Based on this work, an estimate of probable costs for the facility will also be calculated to finalize the capital budget request. A Request for Proposals was issued to firms with specialized knowledge of this type of facility.

The RFP closed on June 19th with the following four qualified bids received:

The recommended low bid of price of $57,310 USD is 30% below the approved budget amount. BWR Consultants are experienced specialty consultants for public works yard construction and renovations and have provided consulting services in Alberta to the City of Lethbridge public works renovations and a variety of similar sized municipalities in the United States.

Council may choose to award to the recommended bidder, or no bidders at this time.
