Recommendation
That Council approve Policy No. 8,030, Outdoor Natural Sport Fields Policy, as presented.
Purpose
To present to Council for review and approval policy guidelines relative to the community use and maintenance of City of Spruce Grove owned, operated, and maintained natural outdoor sport field facilities.
Background
With the recent investment having been made to the city's outdoor natural sport field inventory, specifically the recent construction of the Woodhaven Mosquito and Henry Singer #4 facilities, members of the Open Space Planning Team drafted the attached policy that is intended to serve as the basis for the community's use of fields, along with a the establishment of general maintenance guidelines for outdoor natural field facilities. 

The inventory of sport fields that the City currently operates and maintains includes Aspenglen, Broxton, Brookwood, Fairway Drive, Greystone, Heatherglen, Lakewood, Longview, Millgrove, Spruce Grove Composite High School, St. Joseph, St. Marguerite, St. Thomas Aquinas, Woodhaven and Henry Singer. This policy is also intended to apply to future sportfields within the City which are contemplated in the community but not yet developed.

As a means of ensuring a consistent approach to the delivery of community based services and programs, the Outdoor Natural Sport Fields policy guidelines are consistent to those included in the Community Use of Municipal Space and Programs Policy 8,025. Within the policy statement it is noted that the City of Spruce Grove strives to provide choice and fair treatment to individuals, groups and organizations through policy that ensures quality and the level of service delivery desired by the community. Administration has endeavored to maintain this overriding theme throughout the new policy.
Options
Although the recommended policy covers general terms and conditions associated with both the scheduling and maintenance of outdoor natural sport fields, Council may wish to direct administration to conduct further review on this subject, and report back on the ongoing operations of outdoor natural sport field facilities. At present on-site outdoor facility operational policy is limited to the West District Sports Park.
Impacts/Consultation

This policy applies only to natural turf fields within the City of Spruce Grove.

Implementation/Communication
Upon Council's approval of the policy a copy will be forwarded to the various community agencies affected including but not limited to Spruce Grove Minor Ball, Spruce Grove Soccer, adult softball/baseball, Spruce Grove Minor Football and the Parkland Panthers Football Club.
