Title:    Regional Context Statement - Edmonton Metropolitan Region Growth Plan - Levasseur

Request for Decision Summary
The purpose of this Report is to seek Council's support for the Regional Context Statement (RCS), required by the Edmonton Metropolitan Region Board (EMRB), that outlines how the City's Municipal Development Plan (MDP), Your Bright Future 2010-2020, conforms with, or diverges from, the new Edmonton Metropolitan Region Growth Plan (EMRGP) and how the City will bring the MDP into compliance with the Growth Plan.  
Proposed Motion
That Council approve the Regional Context Statement, as required by the Edmonton Metropolitan Region Board, that includes the statement that the City of Spruce Grove is within the Metropolitan Area policy tier in the Metropolitan Regional Structure as an Urban Centre, and that Council direct administration to prepare amendments to the Municipal Development Plan to bring the Plan into conformity with Edmonton Metropolitan Region Growth Plan.

Section 5.1.2 of the EMRGP requires each member municipality to provide a RCS as a transition mechanism that outlines how the municipality's MDP conforms with the spirit and intent, or diverges from, the EMRGP and how the municipality will bring its MDP into compliance.  The RCS must be adopted by resolution of council prior to being submitted to the EMRB.

As per the requirements of the EMRGP, the RCS must be submitted to the EMRB for information within one year of the Growth Plan being approved by the province.  As such, the RCS is due at the Board by October 26, 2018.  If any non-conformities or divergences are determined, the MDP must be updated to conform to the EMRGP within three years of the Growth Plan coming into effect.  Therefore, this deadline is October 26, 2020.

The Capital Region Growth Plan had been in effect when the MDP was originally approved and so, for the most part, the City's MDP, Your Bright Future 2010-2020, conforms with the spirit and intent of the EMRGP objectives outlined for each of the six policy areas.  These policy areas include:
  1. Economic Competitiveness and Employment;
  2. Natural Living Systems;
  3. Communities and Housing;
  4. Integration of Land Use and Infrastructure;
  5. Transportation Systems; and
  6. Agriculture.
As outlined in the attached Regional Context Statement, the MDP will need to be updated to address the following:
  • identify that the City of Spruce Grove falls within the Metropolitan Area policy tier; with applicable structure components including urban centre, built-up urban area, depiction of major employment areas, regional bus transit priority corridor and regional infrastructure;
  • update policy respecting the minimum greenfield residential density target of 35 du/nrha (for new ASPs and ASP amendments where less than 30% of the plan area is developed);
  • update policy to add the aspirational intensification target of 10%;
  • update policy to specify the aspirational intensification target to 100 du/nrha for high density centre area; 
  • add new policy that supports the Edmonton International Airport as a regionally significant economic engine; and
  • add new policy to require an agricultural impact assessment as part of the preparation of new ASPs.

The current MDP's lifespan was designed to be from 2010 to 2020.  Initially, administration expected to include these amendments in the large scale MDP review that would occur in anticipation at the end of the current MDP's lifespan.  However, any newly annexed lands should also be included within the large scale MDP review and the annexation negotiations have been taking much longer than had been anticipated.  Therefore, the amendments required to bring the MDP into conformity with the EMRGP will come forward for Council's consideration and public hearing in a few months.
No consultation required.
Upon approval of the RCS, administration will provide the RCS to the EMRB and will undertake the MDP amendment process to bring the MDP into conformance with the EMRGP.
Council's approval of the RCS fulfills a legislated requirement.
