Request for Decision Summary
The current bylaw was passed under the authority of the Disaster Services Act which has been repealed.  The new bylaw uses updated terms ad definitions consistent with the new provincial Emergency Management Act.

That third reading be given to Bylaw C-957-16 - Emergency Management Bylaw. 
Background/Analysis
The current bylaw was passed under authority of the Disaster Services Act which has been repealed.  The new bylaw uses updated terms and definitions consistent with the new provincial Emergency Management Act. The current Disaster Services Agency, (Emergency Management Agency in proposed bylaw), has started a review and rewrite of the city's current Municipal Emergency Plan.  As part of this review there was a decision to recommend a new bylaw, which would be passed under current provincial legislation and contain the current terminologies used in Emergency Management, and also set the framework for a new Municipal Emergency Plan.  The proposed bylaw also addresses areas not previously addressed like Policing, Financial, and business continuity of core services.

Certain sections of the proposed bylaw are not necessary to be in the bylaw as they are covered under other pieces of legislation.  There was a decision of the agency to bring these items into one bylaw for ease of use and also to bring to everyone's attention the requirements and permissions of other pieces of legislation.  The proposed bylaw will also allow for a more fluid Municipal Emergency Plan which can be modified on an as needed basis to keep pace with a rapidly changing environment.

The Disaster Services Agency reviewed the bylaw and supports it.  The bylaw was shared with Alberta Emergency Management Agency who made the following comment: The bylaw is clear and concise, is effective for stating legislative authority's and delegation, like that it deals with policing, information sharing, and incorporates other legislation.
