Request for Decision Summary
The Parkland School Division (PSD) has asked the City for land to establish a school bus transfer facility adjacent to the new Copperhaven School.  Negotiations between the PSD and the City have resulted in a proposed Agreement whereby the City will sell 2.72 acres of land for this purpose. 

Proposed Motion
That the sale of 1.101 hectares (2.72 acres) of City-owned land described as Lot 9, Block 1, Plan 1722399 to the Parkland School Division for a school bus transfer facility at the Copperhaven School site be approved at a sale price of $268,700 plus applicable GST.

Background/Analysis
The Parkland School Division (PSD) approached the City about establishing a school bus transfer facility adjacent to the new Copperhaven School.  PSD and the City have arrived at a tentative Agreement whereby the City will sell 2.72 acres of land to PSD for this purpose at a price of $268,700 plus applicable GST.  The Sale Agreement is attached as Schedule 1.  A map of the sale lands is attached as Schedule 2.  

The sale was conditional subject to the City (a) removing the Municipal Reserve (MR) designation from the lands and (b) obtaining subdivision approval to create a title for the lands.  Both conditions have been satisfied.  The legal description for the lands is Lot 9, Block 1, Plan 1722399.  

 
Options/Alternatives
None other than not approving the Sale Agreement.
Consultation/Engagement
The Sale Agreement was prepared based on negotiations between the City and the Parkland School Division.  Consultations were also undertaken with the Copperhaven sub-division developer, Melcor Developments Ltd., to ensure that transfer facility was incorporated as part of the overall area plan.  
Implementation/Communication
Subject to approval of the land Sale Agreement by Council, the Parkland School Division is responsible for the construction and operation of the school bus transfer facility.  
Impacts
The impact is that the proposed school bus transfer facility will assist the Parkland School Division with planning and providing for the efficient bus transportation of its students.  

Fiscal Impact
Financial Implications:
The City will receive $268,700 for the land sale to the Parkland School Division.  As the land was taken from Municipal Reserve (MR), the proceeds must be used for the purchase of future Municipal Reserve. There is presently an over-dedication of Municipal Reserve in Copperhaven of approximately 1.65 acres (0.644 ha) and a portion of these proceeds will be used to pay the developer for the over-dedication in 2017.  This is an approved initiative in the Corporate Plan (DP873.1).
