Request for Decision Summary
 
The purpose of this report is to provide Council with background information regarding two bylaws affecting the Fenwyck neighbourhood in order to facilitate the public hearing.

Bylaw C-1008-17 is an amendment to the East Pioneer Area Structure Plan.  The amendment proposes to redesignate a 1.0 ha area from Medium to High Density Residential to Commercial, introducing a neighbourhood commercial site in the northwest corner of the Fenwyck area, at the southeast corner of the Pioneer Road and Grove Drive intersection.     

Bylaw C-1009-17 proposes to amend the Land Use Bylaw to redistrict a 1.0 ha portion of the N1/2 of NW 1-53-27-W4 from R2 - Mixed Medium to High Density Residential to C3 - Neighbourhood Retail and Service District to enable the development of a neighbourhood commercial site.

Background/Analysis
The proposed amendment area is located southeast of the Pioneer Road and Grove Drive intersection.  

This area is currently identified as Medium to High Density Residential in the East Pioneer Area Structure Plan and is separated from the remainder of the Fenwyck neighbourhood by the creek and associated environmental reserve. The amendment to the ASP proposes to change a 1.0 ha portion of this area to Commercial, resulting in a reduction in the number of dwelling units for the ASP area.

The related amendment to the Land Use Bylaw proposes to redistrict the subject land from the R2 - Mixed Medium to High Density Residential District to C3 - Neighbourhood Retail and Service District.

As per the requirements of the Municipal Government Act, notice of this public hearing was posted in the August 25th and September 1st, 2017 editions of the Spruce Grove examiner and on the City's website.  Notices were also sent to all landowners within 30m of the subject site.

Impacts
If approved, these amendments will reduce the overall amount of Medium to High Density Residential land in the East Pioneer ASP area by 1.0 ha and add a 1.0 ha Neighbourhood Commercial site.
