Information
Request for Decision Summary
 City owned and operated outdoor playgrounds are inspected and maintained by City staff but there is no current policy that formally commits the City to the provision of the service.  The creation of a policy that confirms service levels and standards for the care and operation of playground facilities is a best practice and serves to the needs of maintenance staff and the City's risk management program.

Proposed Motion
 That Policy CP-1000-17, Playground Inspection and Maintenance Policy, be approved as presented.
Background/Analysis
Public Works operates a regular inspection and maintenance program for all of the playgrounds under the care of the City.  This includes regular inspections by trained staff and the completion of any required repairs.  Published CSA Standards for play structure maintenance are referenced when completing repairs or performing inspections.  Public Works staff also consult with Engineering staff to maintain a life cycle replacement program for City playground structures to ensure that older, higher maintenance structures are replaced at the appropriate time and new structures are installed to CSA recommended standards.

Consultation/Engagement
The proposed policy was reviewed by Public Works operations staff and consultation for the creation of the policy was provided by the Deputy City Clerk, the Insurance and Risk Coordinator, and the Information Management Coordinator.
Implementation/Communication
The approved policy will be made available to the public on the City's web page.  
Impacts
The approval of this policy will provide clear direction for the ongoing maintenance and operation of the City's outdoor playgrounds and will help control the risks and liabilities to the City associated with the ownership of these amenities.

Fiscal Impact
Financial Implications:
There is no financial impact associated with the approval of this policy.  Playground operation and maintenance expenditures are accounted for in the annual Parks and Open Spaces budget.
