Title:    Policy CP-1001-17 - Street Sweeping Policy - Levasseur

Request for Decision Summary
The Street Sweeping Policy has not been updated since 2008.  Administration is bringing forward a revised version for consideration that includes updated formatting, new and modified definitions, and revised service level statements that better reflect current servicing needs and operational practices.

Proposed Motion
 That Policy CP-1001-17, Street Sweeping Policy, be approved as presented.
Traffic volumes have increased and the City's roadway network has also expanded significantly since the current street sweeping policy was approved in 2008.  The street sweeping service has had to evolve  since that time to ensure that City streets are kept in a clean and safe condition. This has been accomplished through the increased use of contractor hours in the spring and by increasing the sweeping efforts of City staff through the rest of the season.  As a result the current stated service levels do not adequately reflect the current service needs or the operational practices employed to meet these needs.

Along with updating definitions to align with other operational policies and revising the policy statement and purpose sections to be more succinct, the proposed policy provides more detail around spring clean-up processes and increases the "normal street sweeping" frequencies.  For highways, arterial roads, collector roads, and local commercial or industrial roads, the frequency would change from "Four times a season" to "Monthly and as Required".  Local residential roads will be swept "Twice" instead of "Once", and alleys will be swept "Once" rather than "As Required".

The effectiveness of the sweeping service is reviewed during the sweeping season and year to year by Public Works staff.  The changes brought forward in this policy revision are the result of ongoing observations, conversations and analysis by Public Works staff.
If approved the changes in this policy will be communicated to Public Works staff and the new policy will be available to the public on the City's website.
This revised policy will provide the ongoing direction to maintain a high service level for street sweeping in the City. The provision of an effective service will help keep streets cleaner and safer while keeping debris out of our drainage system.

Fiscal Impact
Financial Implications:
Annual budgets have been increased year over year for the sweeping service in response to the demands of increased roadway inventories, increased traffic and high service level expectations.  It is not anticipated that this policy revision will require any additional funding at this time.  As annual effort levels increase for both City staff and our contractor sweeping service there will be an upcoming review to determine the timeline for the purchase of a second City-owned sweeper as an option to continued annual spending on a contracted service.
